Education & Experience
Celia Partida Kelly, Program Director and co-founder of BASES, began her career in the substance abuse field in 1988. Celia's passion to assist young people led her to the creation of BASES in 1993 where she has designed and implemented numerous training programs with local students, teachers and community members. Celia has her master's degree in counseling through Central Michigan University and has a bachelor's of arts degree in social sciences from Thomas Edison College. She is a licensed professional counselor, certified advanced alcohol and drug counselor (CAADC), master addiction counselor (MAC), trained in Dialectical Behavior Therapy (DBT), trained in Eye Movement Desensitization and Reprocessing (EMDR) therapy for trauma, and a certified trauma practitioner.
